Update; 1997 Buick Regal LS with 3800 was created by GMP440
Did more trouble shooting and found a vacuum leak at the upper intake manifold gasket. The vacuum leak is located at the part of the upper intake manifold , right next to the alternator mounting. When I spray solvent in that place, the idle smooths out with no chugging.
