Greetings to you old and new. I'm a former ASE master tech and need to change my tactics in diagnostics and troubleshooting. I maintain my own vehicles but I changed careers 30 years ago. I was a smog tech in California and worked as a line tech for multiple dealers.
I'm here now to seek guidance to aid my selection of tools to fix my 1999 f53 that's over fueling when I try to start it. It shows no stored codes and it reminds me of a bad coolent temperature sensor.
Please guide me to the right forum to get some ideas for my diagnostic on it.

Does it, eventually, start? Or, doesn't it not start, at all?
