Are you referring to the free ScannerDanner channel? Or Premium? Subscribing to the free channel is super easy, just hit Subscribe right under the video.

If you're talking about the Premium channel, you should probably hold off. ;-) Check out this thread for more info.

I want paid subscription. Is that allowed for oversees members outside USA? like in Iraq?

That's actually one of the issues Paul is hoping to address by moving the Premium channel off YouTube and onto the website. Fewer issues with regional restrictions and such. ;-) Keep checking the free channel and ScannerDanner.com for more info on when the move will happen.

Hoping to have things up and running here in about 3 weeks.
Just stay subscribed to ScannerDanner (free channel on YouTube) and pay attention here for updates. I'll release a video when I know more.
