Weird p0700 problem, TCS doesn't notice differing wheel speeds or throw codes when abs relay is removed, the abs fault light doesn't come on when the fuse is removed either. Does the pcm throw the 0700 or is it the TCS I haven't yet checked the pin outs on the TCS yet but am thinking the TCS is not getting power

Not trying to nit pick, but I'm pretty sure the Jeep Cherokee was discontinued in 2001, (at least in the US market), I'm thinking you must have a Grand Cherokee?
It also would be helpful to know what size engine your Jeep has.

the p0700 is just a code the pcm sets when there are codes in the transmission control module. you need to read the codes in the tcm

It is a grand cherokee, 2003 2.7crd. The Tcm. doesn't respond which is why I think I should test the power pinout next. I know the three codes I expected but cannot get anything but the generic 0700. The Tcm is not playing. It is the quad version drive train and when pull the ABS fuse the Pcm doesn't throw an mil. It's a UK model

Cool, thanks for clarifying.
I'm with you about wanting to check powers and grounds on the TCM since you have no communication.
Unfortunately, I don't have access to diagrams for anything outside the US.
I think those are under the hood and exposed to the weather, a visual inspection might reveal connector or harness damage.
