2009 charger 3.5 starter relay voltage drop was created by Diego
it clicks, I checked the relay and have a voltage drop of around 7 at terminal 86 when I crank it and that’s where I been stuck for a couple of days. I been jumping it from constant to 87 with a switch for now

The ground for the Relay control (86) comes from the PCM, C3 Pin 38 (DK GRN/ORG). Are you reading 7 volts here, too? If so, verify that ALL Powers and Grounds at the PCM are good. If you find no fault, I would blame the Starter Relay Control Driver inside the PCM.
If not, if you are seeing a good ground here, but not at Relay Teminal (86), then the DK GRN/ORG wire is bad, somewhere.

The voltage drop happens at the green and orange cable only when the relay is in place but I already swapped it was a couple other ones and the same thing happens

It was a bad motor to Frame ground after all lol
