Went troubleshooting and going to the wiring diagram you find the power is coming from a fuse that said " Hot on RUN , Bulb test or START " what the bulb test means?

When you first turn the key on, all lights on the instrument cluster should, momentarily, turn on and then turn back off. This is the bulb test.
