P0011 is a performance code. Make sure that the engine oil is clean and full. Make sure that your VVT solenoid screen is clean. Use your scan tool to command and monitor cam advancement. You should be able to command the cam to advance about 25°, (SI says 27°). Does the actual cam angle, promptly, move when commanded? If not, check the resistance of the solenoid. It should be somewhere in the range of 6-10Ω. Make sure that the solenoid has a ground and PWM 12V when being commanded. If you have an amp clamp, you can capture a current ramp of the solenoid to test for an open or short.
To ensure that the chains were installed correctly, disconnect the VVT solenoids and capture Cam/Crank correlation. Compare it to this known good.
