Paccar PX9 (Cummins) ECT low voltage circuit code mystery

I have somewhat of a simple issue on more than one truck although not the same code. The Paccar/Cummins truck has a circuit code for voltage below normal or short to ground on 5v but I have good signal at the sensor and good ground. I went ahead a replaced the sensor to no avail. Plugged in I have 2.5V cold and as it warms it drops to around 1V which is in fact a bit low. I have studied the thermistors sections a few times and I understand NTC and 5V ref troubleshooting elements. I just don't know what it could be at this point becuase code will not go away and the voltages are still quite low for what they should be. Has anyone seen this before?
