Honda Civic D15b no start[Solved]

-Spark is good (Igniter and coil replaced in distributor by mechanic)
-Injector pulse is present
-5v ref good
-Engine keeps flooding (plugs wet after crank)
-Oil smells like gas
-On clear flood mode it tries to start
-Mechanic reported timing and compression good
-Vehicle had no prior issue. It was parked on day and the other no start.

Fuel pressure was checked at the tank and showed a slight leak down.
No difference with ECT sensor unplugged.
Compression was 150 with throttle closed, cyl. 1.
No egr.
I was told mechanical timing was checked and was off but was "corrected."
Circumstances caused me lock off early but I have been thinking about something. The distributor has CKP, CYL and TDC pickups. Could it be possible for one of these to throw off ignition timing? An entire distributor couldn't be sourced so they changed igniter and coil because they reported no spark but when I got it on the site visit it had spark. The rest of the distributor was never changed. Will be getting a timing light tomorrow.
