08 Silverado 1500 4.3 P2270 and P2272 and P0420

Hello, I have a 08 Silverado 1500, 4.3, setting codes P2270 and P2272 and P0420. The downstream 02's (which are new) go as high as 890mv when I induce propane. The converters, especially bank 1, have almost no oxygen storage capacity. Is it possible for the worn-out converters to be causing P2270 and P2272? Normally I don't expect a converter to set an 02 code like this but I could be wrong?

1 you might have bad up stream o2 sensor or sensors
2 exhaust leaks 3 bad or dirty ma f sensor or 4 bad injectors. depending on the readings of your o2 sensors good luck
