So here is the situation, the ecu control grounds the relay to close it.
if i connect a switched ground to the ecu control , the ecu output will have a permanent ground.
how does this affect the operation of the vehicle when the ecu grounds a ground.
does this in some way damaged internals or mess up with ecu voltage ?

If I understand correctly, you want to manually control a relay that is usually controlled on the Ground side by the ECU.
I don't see where this would cause any damage, but it would likely set a "Circuit Low" code.
I can't offer anymore, without knowing what circuit you are playing with, on what vehicle, and why.

I have already done it on 2009 dodge caliber to switch on radiator fans with the ignition. The car was fine for a month. Yesterday i took my car to a mechanic and they told me that i damaged the electronic throttle body by doing it that way. I think the throttle body just wore out and it is not because of me that it went bad.

Mayne the throttle body is still working the car is going into limp because of that short to ground fault ?

I'm skeptical that the "limp mode" has anything to do with the cooling fan control bypass.
These throttle bodies are notorious for failing. In fact, they are one of the few parts that I feel comfortable replacing based on symptom, alone. Even, if no codes are present. However, doing so is, of course, a gamble.
Is the cooling fan control setting a code? If so, which code? Any other codes set?

I am mad at myself for not having a code reader/scanner but a according to the guy who read the codes on my car, he says that a throttle body code kept popping up as soon as the car started moving. So I’m guessing it is an intermittent fault caused by vibration otherwise the code would be also set while revving the engine.
Anyway i think i might have damaged the throttle a while ago by turning the plate by hand to clean some of the carbon.
