1999 Chevy Silverado 4wd standard cab long bed base model 4.8L automatic

I recently bought this used and it has 230,000 miles. I scanned for codes using a TopDon Ad500. It showed no codes? Live data showed the resistance for the Driver bag circuit at 28.1 ohms and the Passenger bag circuit at 24 ohms? Both being to high. I then disconnected the SRS module and measured each circuit with a digital multi meter and both showed to be at the correct resistance of 3 ohm and 2.6 ohm? It is my understanding that the 1999 year is a one off system and the following year is a little different. After checking powers and grounds and finding a good resistance at the exterior impact sensor, which this system only has one. I have come to the conclusion that the SRS module is failing to read the proper resistance of the circuit loops for both air bags. What do you think? Thank you in advance for taking the time to read my post. 
I did want to add that the light does blink several times when turning on the ignition and then turns solid on at the end.
